Puff’s Challenge best fits a control or tempo deck—especially one that plans to let the opponent develop a wide board, then gains value by returning a key Character to Reserve for only three mana; the Fleeting drawback is largely acceptable because this is a reactive, one-shot answer. However, it is weaker in aggressive, combo, or low-curve decks, and the conditional discount makes it unreliable when the opponent has only one or two Characters. If your faction has access to unconditional removal or cheaper Reserve effects, those are generally better; in particular, **Whirlwind** is usually preferable because it provides the same kind of Character-to-Reserve interaction without requiring the opponent to control three Characters, while stronger permanent-removal options are better whenever you need to prevent a Character from being replayed.
