The Consulate is best in Ordis token/midrange decks that want a steady stream of bodies to hold expeditions, fuel Recruit- and token-payoff effects, and turn a long game into incremental advantage; the card draw prevents it from costing a card outright, while its repeatable 1/1/1 Soldier is most useful when even a small extra body meaningfully changes an expedition’s result. It is much weaker in aggressive lists that need immediate stats or in decks without token synergies, because four mana for no immediate board impact is slow and the token arrives only once per turn. It is not strictly outclassed, but direct character/token generators with immediate expedition stats are generally better when tempo matters; play The Consulate only if your list expects longer games and can exploit repeated Recruit creation, otherwise prioritize more proactive Ordis characters and token-makers.
