It should only see play if your deck can reliably meet its condition early and often—otherwise, a consistently statted 2-cost character or a card that directly creates, reveals, or exploits single-terrain regions will usually be better; without the rest of the card’s statistics and the specific deck list, there is no universally demonstrable strictly better named replacement.
