Storm Caller would be a great addition to a red aggressive deck looking to deal damage quickly to opponents. However, there are better cards like Goblin Chainwhirler which has a similar effect but also has first strike and can deal damage to creatures as well. While Storm Caller may not be a top-tier card, it could still see play in specific decks that focus on direct damage and aggressive strategies.
