Partial Referee fits a reactive Yzmir control or midrange deck that can afford to hold up five mana and needs a permanent answer to a problematic Character, especially expensive threats with powerful permanent abilities, though it is best when used on a 1–2-cost Character because it denies the compensatory draw; against 3+ cost targets, the opponent replaces the card, so you are paying five mana and a card mainly for tempo and board cleanup. It is likely too inefficient for aggressive, tempo-focused, or low-curve Yzmir lists, and should compete with cheaper interaction or characters that generate removal-like value while advancing your own expedition. There is not necessarily a strictly better card in every situation—discarding is stronger than bouncing or temporarily disabling a Character—but cheaper removal or tempo cards are generally preferable when they answer the specific threats you expect; Partial Referee should therefore be a niche sideboard or low-count control option rather
