Bugfix is best in a slow Axiom Robot or Brassbug-synergy deck—especially one that routinely places counters on its permanents or Reserve cards—because it converts an otherwise unused counter into an extra 2/2/2 body, but the one-mana cost, Cooldown, counter requirement, and target-Expedition restriction make it inefficient as a standalone play. It is mainly attractive when your deck already rewards having multiple Robots, benefits from disposable bodies, or can reliably replenish counters; otherwise, it is usually weaker than more proactive token generators such as Brassbug Hub, which creates Brassbugs without requiring you to spend a counter each time and provides a stronger ongoing engine. Bugfix should therefore see play only as a synergy or redundancy card in dedicated Axiom Robot/token lists, not as a generally strong include.
