This card could benefit a control deck that focuses on manipulating opponents' characters by either anchoring them or putting them to sleep. However, the randomness of the die roll makes it unreliable for competitive play. Cards with more consistent effects like Mind Control or Freeze Trap would likely be better options for a deck looking to control the board more effectively.
