Partial Referee fits best in a slow control or midrange deck that can afford five mana and wants a flexible catch-all answer to either troublesome Characters or Permanents, particularly if its game plan already wins through card advantage and tempo rather than early aggression; it is strongest when it removes a 1–2 cost target without granting the opponent a draw, but is still serviceable against an expensive must-answer threat when preventing that card from staying in play matters more than the card they draw. There is no universally better replacement because its Character-or-Permanent flexibility is its main selling point, though a cheaper, narrower removal card is generally better when your deck only needs to answer one of those card types or needs to affect the board earlier. It should see limited, meta-dependent play as a one- or two-of in control lists, not as an automatic staple: five mana is a major tempo cost, and giving a card back for removing most premium targets makes it
