Strategic Deployment is best suited to low-cost Ordis tempo or swarm decks that want to widen both Expeditions with cheap Soldier tokens, especially lists built around token payoffs, multiple small Characters, and effects that reward occupying both lanes; its second mode can also rescue a weak Expedition by moving a cheap Character to join its controller’s other Expedition, but that flexibility is usually less valuable than simply developing stronger stats. At two altered-ordis and with Fleeting, creating two 1/1/1 tokens is a modest effect, while the switching mode is narrow because it only affects Characters with Base Cost 2 or less, so it is unlikely to justify a slot in optimized decks unless your list specifically exploits Soldiers or Expedition positioning.
