Partial Referee would mainly benefit a slow Yzmir control or combo deck that can exploit its broad Character-or-Permanent targeting, particularly one using Fleeting permanents or expensive threats where removing your own card can generate value while avoiding the draw drawback; however, at five mana it is usually too inefficient because destroying an opposing card with a base cost of three or more replaces itself for the opponent, making the exchange poor unless the target is exceptionally dangerous or you can deny its draw benefit. In most cases, better options include `Kraken’s Wrath` for unconditional, scalable permanent removal, or cheaper Yzmir interaction such as `Sleeping Spell` when you only need to neutralize a character, depending on your exact list and format; Partial Referee should therefore not see regular play in competitive decks, but it can be a reasonable niche inclusion in a Yzmir control deck that specifically needs flexible permanent removal and has reliable ways to
