Merlin is best suited to slower Axiom control or midrange lists that can afford six mana and want flexible, repeatable answers to opposing Characters and Permanents; Scout also gives those decks a useful four-mana reserve option when they need to spend efficiently early rather than commit to the full body. Its broad discard effect is valuable in permanent-heavy metagames and against expensive engines, but six mana is a steep rate for immediate interaction, so it is unlikely to be an automatic staple: cheaper, more specialized removal or tempo cards will generally be better when your priority is staying ahead on the expeditions. There is no universally strictly better replacement because Merlin’s combination of Scout, a playable Character body, and permanent-or-character removal is unusually flexible, but it should mainly see play as a one- or two-copy finisher/toolbox card in grindy Axiom decks—not in aggressive lists or decks that need their removal to be cheap and immediate.
