Moth Decoy would best fit a tempo or token-focused deck—especially one built around Illusions, Reserve manipulation, or effects that reward exhausting Reserve cards—because its alternate cost lets you convert an otherwise stranded Reserve card into a cheaper play while adding a 2/2/2 body to any Expedition. However, paying even two mana plus exhausting another Reserve card for only one token is fairly low-impact unless the deck can exploit the Illusion subtype or Reserve exhaustion, and in most lists a cheaper, unconditional token generator or a card that creates a stronger body while advancing your main game plan would be better; I cannot name a specific superior card without the relevant card pool. Moth Decoy should generally not see play in competitive decks, but it is a reasonable inclusion in dedicated Illusion/token or Reserve-synergy builds where its extra interactions meaningfully increase its value.
